The Reserve Bank of India has issued the Reserve Bank of India (Commercial Banks – Forthcoming Instructions) Second Amendment Directions, 2026. The amendment relates to minimum regulatory capital requirements for operational risk and updates provisions contained in the directions issued by the central bank on November 28, 2025.
Chapter IV of the 2025 directions had prescribed minimum capital requirements for operational risk. At that stage, the directions stated that the effective implementation date and the indicative mapping of Business Indicator components to the schedules and line items of banks’ financial statements would be provided later.
The latest amendment addresses those pending elements. According to the RBI, it specifies the implementation date for the new Standardised Approach, also referred to as the Basel III Standardised Approach or Basel III SA, for minimum operational risk regulatory capital requirements.
The amendment also includes an indicative mapping of the components of the Business Indicator to relevant schedules and line items of financial statements. The Business Indicator is the framework component referred to in the operational risk capital provisions. The RBI’s release does not describe the amendment as replacing the broader operational risk capital chapter; instead, it updates the implementation and mapping details associated with that chapter.
The regulatory change follows the RBI’s earlier announcement that the revised Basel III capital adequacy framework for commercial banks would come into effect from April 1, 2027. The framework covered by that announcement excludes Small Finance Banks, Payment Banks and Regional Rural Banks.
The RBI said the revised directions also incorporate additional clarifications issued by the Basel Committee on Banking Supervision after the 2025 directions were published. These clarifications have been included alongside the implementation date and the indicative Business Indicator mapping.
The amendment therefore brings together three elements of the operational risk capital framework: the implementation arrangements for the Basel III Standardised Approach, the indicative connection between Business Indicator components and financial-statement line items, and the additional Basel Committee clarifications referred to by the RBI.
The release was issued by the Reserve Bank under the name of Brij Raj, Chief General Manager, and carries the press release number 2026-2027/1380. It follows the RBI’s stated sequence of issuing the original forthcoming instructions in November 2025 and subsequently updating them after the framework’s announced implementation timeline and further international clarifications.
Why it matters
The amendment provides commercial banks with updated regulatory instructions for calculating minimum capital requirements linked to operational risk under the Basel III Standardised Approach. It also gives banks an indicative basis for relating Business Indicator components to financial-statement line items ahead of the revised capital adequacy framework’s announced April 1, 2027 commencement.
Why it matters
The amendment gives eligible commercial banks updated implementation instructions for operational risk capital requirements, including Business Indicator mapping and Basel Committee clarifications, within the revised Basel III capital adequacy framework.
